  • Document Controller's Mission:

    • In accordance with the document management procedure of the project:
    • Develop, maintain and ensure the implementation of the document control procedure and file the project documents, manage the distribution matrix inside the organization
    • Edit, transmit and file all documents (electronically or soft copy) relating to the project, issued by the Project Team or sent by the Companies to the Project team
    • Assist the Project Team Members and newcomers with the filing plan and document management tool
    • At the end of the Project, prepare in collaboration with the Engineering Document Control Lead the transfer of the technical documents to the subsidiary's operating entities and the filing of the project documents (soft copies and electronically) for the Technical Division archives

    Projet Assistant Mission:

    • Prepare the purchase requisitions (PR) for the project in SAP
    • Ensure the typing of project documents including their follow-up and filing (reports, letters, presentations, technical specifications….)
    • Organize the filing of the project
    • Assist in the preparation and transmit the project monthly reporting,
    • Organize and coordinate the travelling needs of the Project Tea
    • Manage the diaries of the key people within the Project Team as well as their planning
    • Manage the logistical needs (booking of meeting rooms, videoconferencing, meals ...) of the Project Team and for visits/meetings

    Principal Accountabilities

    • Direct and ensure Preventive Maintenance, Corrective maintenance & certification of flow measurement systems installed throughout Transmission & Distribution network , including custody metering skids (i.e sales gas metering skids used for Commercial billing), check metering skids, internal energy / volume/ mass balance flow metering systems, gas chromatographs, metering HMIs compliance with guidelines , international standards, GSPA (gas supply & purchase agreement) and best practices.
    • Provide technical support to Operation, Maintenance, TDT(M) team and Engineering/ Project teams for Metering, Instrumentation, Fire& Gas, Control systems , SCADA and Master Control centre and associated utilities/off-site facilities
    • Coordinate verification and witnessing activities with Gas Consumers/ Suppliers
    • Review metering system designs and installations. Ensure proper integration with SCADA system and interface with different parties.
    • Ensure appropriate records are maintained for tracking and SAP update
    • Review metering system compliance with Gas supply & purchase agreements(GSPA)
    • Carryout assessment, initiate proposals for improvement and compliance.
    • Prepare/review SOW(Scope of work), Initiate/support Maintenance and Manage Flow metering system maintenance & certification contracts (as required) to ensure adequate maintenance and certification of metering systems as per measurement guidelines, GSPA and industrial best practices
    • Attend meetings with various stakeholders (i.e Gas suppliers and consumers) such as affiliates, third parties, power plants, petrochemical industries for the metering related technical clarifications and dispute resolution.
    • Act as focal point for Metering systems, interface for Instrument, control, SCADA related issues, assess the concerns, provide technical support, coordinate with various parties for resolution and rectification
    • Participate in project related activities such as SOW review, DBM review, review, HAZOP, critical FAT/SAT for Metering systems , instrumentation and SCADA to ensure compliance
    • Attend operation meeting and suggests any action required to meet instrumentation, control and metering systems performance
    • Undertakes other duties of a similar nature including Instrumentation, Control and SCADA system (as required) and act as leave relief for the Assistant Manager, Lead Senior Engineers and other Senior project /Senior interface/ Senior instrument & Control engineers

    Job Summary

    Qualifications / Knowledge / Skills / Experience

    • Bachelor degree in Instrument and Control or Electronics and Telecommunications or Information Technology and Tele-communications Engineering or Equivalent from an internationally recognised University/Institution.
    • Chartered Engineer status or equivalent is preferable.
    • 10 years relevant post graduate experience, of which 6 years in Oil & Gas industry.
    • Fully familiar, with hands on design capability, in the Telecommunications discipline with expertise in the use of industry renowned design software and industry codes & standards.
    • Knowledge on using/implementing International, Shell DEPs and/or standards of Telecommunication in facilities design is a distinct advantage.
    • Proficiency level in the use of the English language (both written & spoken) should be high and must approach native speaker standard.

    Tasks and functions:

    • supervises the state of the energy housing of the Branch, determines and analyzes the causes of energy irrational use and losses, treats losses and premature wear of power equipment
    • supervises the implementation of the plan of measures for the preparation of power units of the Branch to work in the autumn-winter period
    • computes the needs of the enterprise for all types of energy and prepares the energy balance of the Branch
    • prepares and collects the necessary documentation for contracting energy supplying companies for the consumption (release) of energy resources, as well as for the conclusion of administrative and economic contracts for the needs of the Branch
    • prepares documentation on technical supervision for their release in higher organizations
    • organizes primary and periodic inspections and testing of electrical equipment of apparatus electrical networks and other electrical equipment of the Branch that have been overhauled or restored after accidents and in accordance with the procedure specified by the Occupational Safety and Health Regulations for work in electrical installations
    • carries out the control over condition of standard stocks of materials and spare parts to power equipment in a warehouse of department
    • organizes metrological support of the operation of energy accounting systems and devices
    • ensures the work of the department in the relationship of the Branch with suppliers and consumers of energy resources
    • ensures fail-safe operation of the electrical housing
    • ensures fail-safe operation of heat and water supply systems
    • takes part in the work of the commission to investigate the causes of injuries, accidents, accidents and defects in the energy housing and develops preventive measures to avoid occurrence
    • organizes implementation of commissioning works on newly commissioned and reconstructed equipment, ventilation installations and power networks by the energy services forces or by involving third-party specialized organizations, participates in the commissioning of technological equipment
    • organizes operation of the water supply and sewage facilities of the enterprise, together with the department of labor protection and safety engineering and technical services, carries out technical control over the quality of industrial effluent discharged from the bases of subcontractors
    • corrects technical documentation on the basis of reconstruction projects of existing energy communications of the enterprise

    Requirements:

    • Higher education in Nuclear Industry (preferable)
    • Valid Hungarian license in power industry
    • Work experience in the area at least 3 years (preferable) / Heavy Machinery / Energy
    • Knowledge of existing standards and technical provisions in Hungary;
    • Knowledge of requirements to the technical documentation, materials, structures, equipment and accessories to be delivered to the construction site;
    • Knowledge of risk identification procedure and damageability;
    • Experience in managing of staff teams and subcontractor teams at the site
    • English - intermediate and higher

    Purpose of the Job

    • Provide technical support to assigned project.
    • Provide technical services in the area of discipline engineering for assigned project, in order to achieve the required technical quality and integrity of work while considering project objectives in terms of safety, time and cost.

    Principal Accountabilities

    • As discipline engineer, responsible for provision of the required quality technical services.
    • Carry-out Concept definition and engineering studies, design, scopes and preparation of engineering documents as per approved standards / procedures.
    • Verify and sign-off technical designs and bids in accordance with approved standards.
    • Deliver timely service to meet the project requirements.
    • Advise and support in the discipline engineering matters in the area of expertise through all stages of projects.
    • Plan and co-ordinate activities of a team of engineers for providing technical services to project executing departments, including review of execution strategies.
    • Support discipline head/lead to manage discipline standards. Participate in technical assurance and standardization activities to ensure compliance to approved discipline standards.
    • Approve / endorse technical deviations / waivers/ variations to approved guidelines, codes, standards and practices.
    • Support to ensure that all applicable environmental and process and other safety technical policies are fully implemented.
    • Support development of competencies and skills in his area including structured training for Qatari Engineers under development.
