    JOB DESCRIPTION

    Job Purpose

    Perform comprehensive Project Planning, Scheduling, Progress monitoring, Invoice Verification and reporting activities necessary to achieve the successful execution of the assigned Project(s) from initiation to close-out.

    Accountabilities:

    1. Develop and maintain Project Master Plans and Schedules for all Project Phases and Stage Gates throughout the Project Lifecycle from Initiation to Close-out. Provide planning input to Gate deliverables including Project Execution Plan (PEP), Risk Management Plan / Risk Register, and Change Management Plan. Plan and Monitor project close-out activities, provide input for the finalization of Close-out Report of the project.
    2. Perform Project Planning including Scheduling, Monitoring, Forecasting, and Progress Reporting on weekly, monthly, quarterly and annual basis through various Management reports. Maintain Project Builder data in SAP to facilitate group reporting and analysis.
    3. Maintain and update the Integrated Resource Planning system to plan the requirement of resources for assigned Projects as per the Master Plans in Primavera
    4. Develop & Incorporate Planning & Scheduling requirements, Progress Measurement, and Reporting Instructions for compliance by Bidders in the Tender Documents (Appendix D & H).
    5. Evaluate Technical Proposals of Bidders as a key member of the Technical Evaluation Team to ensure compliance with the tender requirements in particular performing schedule analysis, reviewing and validating man-hour allocations and resource histograms, progress measurement methodology, and compliance to planning and reporting instructions and procedures.
    6. Review, Validate and Endorse Contractor submitted Planning Package including Execution Programme/Recovery Plans, Resource Plan, and progress measurement and reporting system to ensure that a proper system is in place for effective project control and in compliance with contractual requirements.
    7. Monitor Contractor's performance, Conduct time and progress variance analysis and Review/ Validate Contractor's progress reports to ensure performance deviation from the agreed plan is determined and reported on timely basis. Highlight areas of concern, and suggest corrective actions/ mitigation measures for implementation by Contractor and Project Team. Conduct "what if' and schedule risk analysis when required, to anticipate unforeseen changes to the project and quantify potential impact & mitigation plans.
    8. Estimate progress achieved for all assigned Contracts in order to calculate Value of Work Done at every month end for the purpose of Service Entry Sheets (SES). Verify reported progress for all assigned contracts in coordination with all stakeholders and validate cumulative value of work done in Contractor's invoices. Provide all relevant schedule input and estimated progress phasing for annual Budget/AFE preparation, subsequent revisions, and supplementary Budgets. Analyse reasons for progress and schedule variance for providing input to Budget variance report.
    9. Determine Time Impact related to scope changes addressed in Change Impact Notes and Work Change Requests (WCR). Review and assess Contractor Extension of Time (EoT) claims using international norms and time impact analysis processes.
    10. Participate in the development and implementation of various Project Planning Procedures/Work Instructions.

    Qualifications:

    1. BSc. or equivalent in an Engineering Discipline. Preferably Certified PMP or equivalent certifications/memberships.
    2. Minimum twelve (12) years experience in project engineering with 5 years experience in planning of projects in Oil & Gas and/or Infrastructure related industries.
    3. Experience includes project planning, scheduling & phasing, project control & monitoring, forecasting/trending, invoice verification, risk assessment, variations/claims analysis.
    4. Work experience in the Arabian Gulf Countries is desirable.
    5. High level of computer literacy with MS Office and relevant Project Control software including Primavera & MS Project.
    6. Well developed analytical and reporting skills.
    7. Proficient level of computer literacy with relevant MS Office/Project Control Software packages.

    Scope (including main skills):

    The scope of responsibility of I&C TXS Commissioning Engineer is defined by the I&C Commissioning Branch Head in liaison with the Nuclear Island Commissioning Manager, in accordance with the qualification evaluation and the actual needs.

    Under the authority of the TXS commissioning section Lead, the TXS Commissioning Engineer will be in charge of following tasks identified with regard to the phases of the project:

    1. Planning (preparation):
    • Prepare together with the respective process and overall commissioning engineers the tests related to execution of commissioning Phase C and D
    • Assess impact of test execution to the functions embedded in the TXS systems
    • Support process and overall commissioning engineers for the definition of temporary simulations and simulations related to the plan tests
    • Participation in the review of the TXS testing equipment and peripheral testing devices required during commissioning
    • Support in the building of the commissioning time schedule
    • Collect of the I&C system related testing documentation at the applicable reference configuration (e.g. logic diagrams, Result Record Sheets and attachments, engineering master documents

    2. Execution:

    Activities linked to I&C systems:

    • Initiation of I&C system isolation process (blocking process) if applicable
    • Performance of the commissioning activities within the entrusted scope under Permit-to-Test (PTT) conditions including the issuance of test reports
    • Supervision of the commissioning activities performed by other personnel in accordance with approved commissioning documents and in compliance with safety and quality rules
    • Check and evaluation of test reports belonging to his / her I&C system
    • Troubleshooting and analysis activities
    • Management of temporary changes on site and outstanding issues (open points) for the I&C system within his / her scope
    • On-the-job Training of operation and maintenance personnel on I&C systems in his / her scope
    • Enforcement of the IT-Security and HSE rules including applicable PTT / PTW processes
    • Management of the interface with the maintenance team

    Activities linked to the support of process (mechanical, HVAC, …) Commissioning Engineers:

    • Review test procedures and define simulations - scripts and testing tools to be implemented for the execution of the tests
    • Execute the tests under the supervision of the system commissioning Engineer
    • Assist to the preparation of the test reports including the assessment of the I&C test outcomes
    • Support to troubleshooting activities

    3. Control and monitoring:

    • Provide inputs to progress measurement and reporting linked to his / her I&C system
    • Initiate corrective actions in case of deviation

    4. Closure:

    The completion of the commissioning activities related to the entrusted I&C system is sanctioned by following events:

    • Closing-out of all I&C system open points assigned to I&C Commissioning branch

    As part of the support provided to the commissioning of process systems, following activities need to be completed:

    • Successful issue of process SCR and PCR (Phase Commissioning Report) for their TXS I&C system portions
    • Closing-out of all open points assigned to other commissioning branches and involving TXS I&C system

    Language:

    • Fluent English required.
    • Ability with French, German or Finnish would be a plus.

    General and technical background expected:

    • Engineer degree in automation field or generalist
    • Experience in design / engineering - manufacturing - test bay or commissioning based on the TXS product line
    • EPR knowledge would be a plus

    Skills required:

    • Good relational and communication skills,
    • Analysis and synthesis skills,
    • Rigorous especially for adherence to procedures in force on site including configuration management
    • Good oral expression & writing skills

    • Review construction sequence, work plans, pre-task planning and method statements to ensure comprehensive safety and feasibility.
    • Provide Company representation in monitoring and coordinating site activities of the EPC Contractor and its subcontractor(s). Reports on the construction activities, progress, areas of concern and mitigating actions. Participates in appropriate weekly construction discipline review meetings.
    • Monitor and assist the EPC Contractor and subcontractor(s) in the implementation of site-specific SHE programs to meet safety improvement strategy & objectives, emergency response and evacuation drill programs. Participate in incident/accident investigation under the SHE Coordinator in the area.
    • Ensure construction work is carried out in accordance with Company rules, regulations, and standards and permit to work procedures as applicable.
    • Review work and inspection results to ensure compliance with EPC Contract requirements. Interface and coordinate with Field Engineering and QA/QC sections.
    • Report and record potential change order requests to assist in claims avoidance.

    • Lead the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.

    Reporting

    • Ensure that all unit reports are prepared timely and accurately and meet NewCo requirements, policies, and quality standards.

    New Ventures

    • Ensure that benchmarks and strategic analysis are conducted to identify and launch strategic projects that can unlock value from the Transmission assets.
    • Review and study current investments value return and investment performance and identify performance success and gaps (if any) to incorporate and consider in future investment plans.
    • Identify operational synergies and shape collaboration across operating companies (OpCos) on investments to optimize cost and performance.
    • Support other functions within Transmission & Distribution to evaluate, define and secure the optimum market position and prices for NewCo's assets including analysis of alternative tariff, different pricing arrangements, product and feedstock market assessments and development of pricing forecasts and future economic scenarios based on ground realities.
    • Develop and maintain a comprehensive market database for traders, buyers, quality specifications and volumes.
    • Develop and maintain strong relationships with strategic partners and all relevant external/internal entities with highest standards of business ethics, in-order to improve business outcomes whilst protecting NewCo's business interests.

    Strategic Projects

    • Manage all Transmission strategic projects and interconnection projects to ensure their successful execution and achievement of key objectives.
    • Manage and monitor all relevant COMPANY Asset Management initiatives to ensure successful achievement of all strategic KPIs and key stakeholder expectations.
    • Support transmission special projects, including readiness for nuclear and PV integration and key interconnection projects.
    • Work closely with the Transmission Asset Manager to ensure the readiness of the transmission system for the integration of renewable energies and new trading partners to enable interconnection and value realization.
    • Collaborate with the single buyer to jointly plan the generation and transmission capacity to optimize total system cost.
    • Support the fuel efficiency initiatives in coordination with the single buyer and system operations to ensure the successful achievement of set goals and objectives.
    • Monitor the budgeting of COMPANY projects, ensuring that adequate provision is made for all budget and capex/opex plans, monitoring and controlling expenditure against approved budget and reconciling variances to ensure on-target performance against budgets.

    Relevant Experience Required

    • Bachelor's degree in Process Engineering, Economics, or any related field.
    • 10 years of relevant experience in Asset Management, Business Development and/or Project Management.

    Job Description

    • Supervision over Contractor's/Subcontractor's work at modules fabrication site during fabrication, assembly and Quality Control of pipelines and piping;

    • Assurance of modules manufacturing by the Contractor in compliance with approved Quality Control plans, design documentation, SNiP and Russian Legislation;
    • Expert and methodology support within the competence during Quality Control activities by Contractors/Subcontractors to assure compliance with quality requirements to fabrication of modules;
    • Monitoring of completeness, up-to-dateness and quality of permissive documents of Contractors/Subcontractors.
    • Control of the following:
    • Receipt of materials for manufacturing of pipelines and piping;
    • Fabrication of pipelines and piping in compliance with project documentation, construction rules and regulations and other norms and standards;
    • Compliance with approved sequence of process operations;
    • Timely preparation of as-built documentation;
