    JOB DESCRIPTION

    • Supervision over Contractor's/Subcontractor's work at modules fabrication site in the course of welding and welding QC and NDE;
    • Assurance of modules manufacturing by the Contractor in the part of welding and NDE in compliance with approved QC plans, design documentation, SNiP.
    • Expert and methodology support within the competence in the course of quality control activities by Contractors/Subcontractors to assure compliance with quality requirements to fabrication of modules in the course of LNG Plant construction.
    • Monitoring of completeness, actuality and quality of permissive documents of Contractors/Subcontractors.
    • Verification of compliance of materials proposed by Contractors with Project Specifications.
    • Control quality of materials supplied for welding and NDE;
    • Control compliance with manuals for storage of materials supplied for welding and NDE;
    • Review of contractors' Work Performance Plan for compliance of work process to Project regulating documents.
    • Verify compliance of contractors' QC and test plans with Project requirements to welding and NDE;
    • Participate in certification of welding and NDE procedures;
    • Control quality of welding and NDE of Project pipelines and metal structures;
    • Control of process operations sequence.
    • Participation in inspections and tests as per approved QC plans for fabrication.
    • Consult managers and contractors about quality of welding and NDE and work process;
    • Recommendations on use of improved work methods and execution of final inspections to verify compliance of final result.
    • Provision of data for weekly/monthly reports to track KPI progress.
    • Informing of top management about discrepancies in performed works according to approved construction rules.
    • Participate in meetings of QC team and contractors on issues relevant to quality of welding and NDE;
    • Control of compliance of execution of documents and records keeping by Contractor with Project requirements, participation in verification and acceptance of quality forms.
    • Participate in acceptance of final products;
    • Issue of instructions to Contractor and control corrective actions if necessary.
    • Provision of QC reports, reports on discrepancies found in facility fabrication quality and make proposals on their elimination and prevention.
    • Timely informing of direct manager about found discrepancies within the competence.

    REQUIREMENTS

    • Education: University Engineering Degree
    • At least 15 years of overall experience
    • Valid National Agency of Welding Control (NAKS) certificate (Level 3 or higher) or International Welding Engineer (IWE) Diploma.
    • Valid NDE certificates and knowledge assessment test certificates (radiographic testing, ultrasonic testing, magnetic particle inspection, dye penetrant inspection, visual and dimensional testing): Level 2 or higher.
    • At least three (3) years of experience in Quality Control as a member of multidisciplinary inspector team, including work with Quality Control plans, Inspection and Test Plans, Test Procedures and in non-conformance and deviation management.
    • At least five (5) years of experience in welding and NDT in construction.
    • Production and construction experience on onshore/offshore oil and gas projects as a member of an international contractors and suppliers' team, preferably in modular prefabricated buildings construction.
    • At least 10 years of experience on construction sites and similar sites on oil and gas projects.
    • At least 3 years of welding and NDE experience.
    • Domestic and international experience in welding and NDE.
    • Work experience at oil and gas projects.
    • Valid certificates (Level 3 at least) and verified knowledge in welding technology.
    • Valid certificates in NDE processes (Level 2 at least)

    RESPONSIBILITIES:


    * Support Engineering Support Group Leader/ Field engineering manager in the day to day engineering activities at Yard.
    * Ensure that any design changes created at Yard are in compliance with project specifications, RF regulations and gain the necessary approvals prior to start of works.
    * Ensure materials are available and engineering deliverables are ready when required by Yard.
    * Work with fab supervision group to oversee and ensure compliance with Management of Change procedures for all design changes proposed tracking completion works

    • Redline mark up & As built coordination and completions for engineering change

    * As module fabrication progress from bulk installation to Completions work to support both PC&C and QC team on system and sub system completions ready for walk downs from an engineering perspective.
    * Identification, documentation and resolution and timely close out of Punchlist items where engineering input is necessary
    * Support the identification and resolution/ liquidation of known carry over where engineering intervention is necessary.
    * Assist PC&C team to ensure systems are ready for energisation and that the necessary engineering and fabrication documentation is available and signed off and that the necessary ready for energisation permits are issued and to provide engineering support as necessary to achieve this.
    * General inter-dept interface work and interfaces with home office and design centres acting on behalf of fabrication, PC&C and QC teams.

    SCOPE OF SERVICES

  • Our Client is looking for a QC Group Expert / As-Built Documentation Package Preparation and Control for the module's fabrication phase of ARCTIC LNG 2 PROJECT (JV between Novatek and Total) for the below terms and conditions

    Job Description:

    • Support Contractor / Subcontractor to establish As-built / Certification process and work flow.
    • Support of interaction between process participants and various departments (Engineering / SU&C / work flow etc.) to make sure documents are provided and as-built documentation prepared in a timely manner during construction of modules end eventually make sure all QMS and design documentation requirements are complied.
    • Coordination between СB (certification body) and Contractor / Subcontractors to ensure timely and comprehensive issue of Certification Matrixes and Certificates / Declaration of Conformity (materials and equipment).
    • Coordination between Contractors and / or Subcontractors to make sure missing Vendor documentation (certificates, technical passports, operation documents etc.) are provided to the CB for further certification process.
    • Full support during Technical Passports preparation for equipment and components for certification purposes as per the CU TR.
    • Control of organization and methodology support of processes of execution of as-built documentation by contractors/subcontractors. Control of quality of preparation, organization, assurance and performance of works related to execution of as-built documentation by contractors/subcontractors.
    • Control of completeness and quality of as-built documentation of Contractors/Subcontractors.
    • Supervision of issuance and maintenance of as-built documentation by Contractors and / or Subcontractors and checking comprehensiveness thereof.
    • Control and organization of storage system for as-built documentation set during Project construction.
    • Receipt and storage of instructions and reports on remediation of deficiencies per issued and close instructions of supervising bodies from authorized personnel of Contractor/Subcontractor, and provide reports to the Head of Department.
    • Development, approval and implementation as per set order of ruling and governing internal regulations for the sake of harmonization, uniformity and systemization of checks of as-built documentation by experts of As-Built Documentation Group.
    • Receipt, analysis, systematization and submission to the Quality Control Group Manager of quality control results of the Contractors/Subcontractors' as-built documentation pertaining to the Project construction activities
    • Keeping record of as-built documentation execution. Control of execution correctness and time of as-built documentation control reports handover.
    • Provision of cooperation with supervising authorities within resolution of issues related to as-built documentation execution.
    • Consulting of Contractors/Subcontractors on rules of execution and keeping of as-built documentation during construction of the Project according to project documentation and Russian Legislation.
    • Control of quality of preparation, organization, assurance, conduct verification of execution, keeping and completeness of as-built documentation by contractors/subcontractors in the course of modules fabrication. Daily submission of As-Built Documentation Group's work progress report to the Quality Control Group Leader.

    Work experience:

    • At least 3 years of total experience with engineering documentation groups in oil and gas industry.
    • Production and construction experience on onshore/offshore oil and gas projects as a member of an international contractors and suppliers team.
    • At least 10 years of experience on construction sites and similar sites on oil and gas projects.
    • Proven experience in modules fabrication, ideally in SE Asia
