    The service provider will have to supervise EPCC Contractors construction activities, in order that the field activities are completed (AOC reached) as per the Project schedule.

    TECHNICAL REQUIREMENTS

    • Level of expertise: Advanced Expertise (15 years of experience in required technical field)

    • Advanced relevant construction work experience, preferable in Middle East Oil & Gas industry.

    ACTIVITIES

    1. The expert will implement adequate supervision and control for the works, in order that all construction activities are executed in accordance with the overall Package schedule.
    2. Review and comments Contractors JSA - Method statements.
    3. Review and comments the Contractors work schedules.
    4. Plan and monitor the adequacy of Site supervision activities.
    5. Manage Construction Supervisors daily and ensure there is adequate field surveillance of contractor's construction activities.
    6. Implement the Site Safety walk, involving the EPC Contractor, and subcontractors' representatives.
    7. Ensure all construction activities are achieved within schedule and comply with health, Safety, Environmental and Quality requirements.
    8. Participate in the site progress weekly review.
    9. Review and comment the Weekly and monthly progress report.
    10. Address timely any performance deviation with Contractor's superintendents.
    11. Identify key risks to delivery and ensure adequate risk mitigation or contingency plans are in place. Report to the Package Management any concerns.
    12. Manage sub system and system handover to Commissioning Team and manage Punch Lists. Comment and endorse completion certificates.
    13. Attend all meetings related with construction activities as defined by Package Management.
    14. Plan and participate in periodic construction Audits for the works.
    15. Monitor audit conformance and expedite corrective action on deviations and non-compliance on works.
    16. Interact with HSE and Quality on weekly basis to address open observations.
    17. Coordinates with Petchem (operations) the ergonomic reviews on Site.
    18. Coordination with the Construction Managers/superintendents of other Packages to ensure activities are complete on schedule to allow the correct interfaces and interactions to run smoothly.
    19. Follow up on inspections and testing relating to Quality Control and follow up Inspection work and manage resulting remedial work demands for Construction.
    20. Provide input on Civil/Structural steel construction to post project reviews and close-out reports/meetings.

    Accountabilities

    1. To ensure that all construction activities are performed in safe conditions and that adequate work risk assessments have been performed before activities start.
    2. To ensure that the construction area, TCF and access routes are maintained to the highest level of housekeeping, and that sustainability is a recognized value within the construction activities.

    The Consultant shall designate an individual who shall be responsible on site on behalf of Consulting Engineer as Project Manager to watch and supervise the construction of the Works and to ensure implementation of the works fully in conformity with the agreed contract specifications. The Project Manager designate shall be a competent engineer as defined in Clause 7.1 above and must have a minimum of 15 years' experience of similar assignments.


    7.1 SCOPE OF SERVICES:
    The scope of the general coordination works shall cover the following issues:

    The process procedure and Format for all general correspondence applicable to more than one Package should be agreed with KAHRAMAA. This is to ensure to take general stand between KAHRAMAA, EPC and ECS and to communicate such agreement to all involved for follow up and implementation.
    This will facilitate the following:

    A. Correspondence on all General Issues to be similar for all packages - Communication process to be clearer, Consultants shall ensure that all such issues are properly evaluated and also communicated,
    - Ensure the awareness of all issues among the ECS and EPC and shall give additional formal importance to the communication circulated on such way,
    - Increase effectiveness of communication between all Participants in the Projects,
    B. General Contractual Issues
    Naturally, issues related to General Conditions of Contract, Terms of Payment, Administration etc., are of general concern of all participants of Projects for which consultancy is being requested and should be coordinated appropriately. Role of PM of Consultant shall be to actively participate in all resolutions and to communicate and explain the reached agreements to all involved.

    C. Unification of the Process -
    In order to unify the various requirements of Projects for which consultancy is being requested, and also to provide unified reporting system to KAHRAMAA management, Consultant shall be responsible to develop and subsequently to update the following Procedures:

    Communication Procedure,
    - Execution Reporting of Projects for which consultancy is being requested,
    - Invoicing Procedure,
    - KALAG Procedure,
    - Variation Management Procedure,
    - General Commissioning Procedure,

    - Sequence of Works Procedure,

    D. General Technical Issues

    Consultant PM shall take leading role in any technical issue involving more packages by organizing and leading the meetings and consolidating the agreements.


    E. Reporting

    Consultant PM shall prepare consolidated periodic reports on various issues (progress, variations, invoicing, commissioning activities, etc.). These reports shall be consolidation of the reports received from respective Focal points for their own areas of responsibility.

    Project Coordination: The PM appointed for each of the packages, shall carryout the following services towards his responsibility for overall Project Coordination to achieve the milestone completion dates:


    i. Conduct fortnightly interface meetings with all appointed contractors of (for relevant specified areas) and raise action-lists,
    ii. Conduct fortnightly/ monthly coordination meetings with all appointed consultants & contractors for all issues related to s/s, cables, Telecom HSE& all associated works (for relevant specified areas) and raise action- lists for regular follow-up till resolution of the respective issue,

    Job Purpose:

    The Technical Lead reports functionally to the Engineering Manager and should be considered as the technical expertise within the team to support resolution of topics and queries. They will support the NSSS Auxiliary Piping scope, this covers high integrity large and small bore piping and supports (EM04) and Instrumentation (EM09) within the Safeguard, Fuel, Auxiliary and Reactor Buildings. Instrumentation is a sub-set of the NSSS scope, covering small instrumentation piping and cabinets.


    They will support full off-site delivery life cycle, the particular focus is to ensuring delivery to plan and mitigating delivery risks, taking 'best for Project solutions' where necessary. The role responsibilities also include ensuring delivery of the review and acceptance of design by the various parties under the surveillance of Nuclear Services.
    This post has the responsibility to ensure delivery of all the engineering from all parties up to delivery to Site (HO3) in accordance with the overall Project schedule (delegation/support taken from the Building Coordination Managers). This post will ensure planning and delivery of design and engineering is performed in accordance with all safety, quality and cost parameters to meet the needs of the Project.
    The TL will support the Engineering Manager during their work with the Joint Design Office (JDO) to ensure the transfer of engineering responsibility from EPM to the JDO is managed efficiently and support is provided to the JDO as necessary during post HO3 activities.


    Dimensions:


    MEH detailed design is delivered by the Responsible Designers, including the remaining Open Points at Handover. Execution Designers translate the detailed design into a condition adequate for manufacturing and installation. Engineering issues may continue to be raised during manufacturing and installation (the latter outside the scope of this role), while changes and configuration needs to be controlled. The following key responsibilities have been delegated by the EM to the TL:

    • Ensuring timely resolution of engineering issues as they arise in support of the delivery for which the Senior Project Manager is accountable.

    • Manage / coordinate all engineering issues as per the given discipline over the entire off-site lifecycle including all Early Warnings, Technical Queries and General Communications raised, open points (OP) and design change (DC) etc.

    Being part of the E2E piping Engineering organisation, the main objective of the role is to ensure connexion between the contractors and the client, particularly on the assessment of the site requests.     • Participates actively to proper interface management with Process, Safety, Rotating, Electrical... studies carried out during the EPSCC phase.
    • Reviews and comments the key technical documents of the interfacing disciplines such as Process, Safety, Electrical, rotating machines ... as well as project procedures, if required.
    • Participates to the Project HAZID, HAZOP, SIL, PR.
    • Provides its technical inputs to any contractual discussions with EPC Contractor.
    • Contributes to the development of the digital plant though the centric data management when applicable.
    • Participate to Vendors and in particular for LLIs technical evaluation.
    • Ensure design validity and coherence with other disciplines and throughout the LNG Facilities.
    • Get knowledge of the Omani norms and practices and use it in project when relevant.
    • Assist commissioning, start up and Operation team when required. Transfer project knowledge to operations.
    • Prepare REX and Lessons Learnt all along the EPC.
    • Contribute to personnel skills improvement and encourage knowledge transfer

    Qualification, Certification & Educational Requirements:

    • Diploma: Chartered Instrumentation Engineer with proven experience (> 10 years) with large onshore plants detailed design
    • Professional experience: several years of proven experience in EPSCC and operation stages of LNG projects,
    • Good teamwork with previous team Management desirable
    • Knowledge of project development in Oman and methods used to submit dossier to state expertise, permitting process, technical approval, Omani norms and standards, are all either an advantage or to progressively acknowledge and incorporate.

    MEH Engineering construction manager

    Job Purpose:

    To deliver the engineering required for installation of the HPC MEH piping scope on site through leadership of a team of engineers from delivery to site of piping/equipment through to handover to commissioning. To provide integration of the site scope within the wider E2E Piping Engineering team.

    Contextual Information:

    Operating Environment

    • The MEH programme is about to enter a change in delivery phase to commence bulk installation on site from the start of 2024, whereas previously the focus has been on securing the design and manufacturing. As such the spotlight will fall on the construction leads for the engineering delivery of the site scope;
    • The "MEH Engineering construction manager" reports to the MEH End to End Engineering Director;
    • The current team size of direct report is around 10 engineers, however this will grow to match the workload on site and will involve operational leadership of a matrixed team;
    • As this is a front-line site delivery role, there is a necessity to work flexibility working under the time pressure of the schedule in order to unblock technical issues to allow continuity of work by the installation teams.
    • The discipline construction leads don't report operationally to the MEH Engineering construction manager as they will report to their respective Engineering managers. Hower, the MEH Engineering construction manager is defining the ways of working and responsible to check the progress.

    Frameworks and Boundaries

    • The MEH E2E construction manager is part of MEH E2E Engineering which is delivering the engineering from basic design to hand over to commissioning. Delivery of the upstream engineering sequence is outside the scope of the Engineering Construction Lead's role; however they should ensure integration with the other areas of the team and other disciplines.
    • The MEH E2E construction manager will coordinate the 5 disciplines (NSSS piping, BNI/BOP piping, Electrical , HVAC & WIC) from a construction perspective.
    • The MEH E2E construction manager will have delegation to perform decision making on site within a defined boundary to allow efficient and quick resolution of topics.

    Dimensions:

    • MEH End to End Engineering team is currently circa 120 engineers
    • The MEH Engineering construction team consists of circa 20 engineers but will grow as the activity start to ramp-up.
    • Budget responsibilities:

    o management of the MEH JV (installation company) is owned by the Programme Senior Project Manager. The base scope (piping, electrical and HVAC installation) of the JV contract is £2.000m.

    o efficient management of resourcing according to a defined budget.

    Principal Responsibilities:

    • Managing the Contract Engineering Lead activities for HK8010 contract related to the 5 disciplines:

    o Writing of the technical specifications for erection activities

    o Answering to Technical Queries

    o Resolving the construction Open Points

    o Coordinating of the answer to Exemption Requests

    • Implement the Triple 1 model across all disciplines thanks to a good monitoring, the deployment of standard field solution, develop the delegation principle and a good coordination of all stakeholders
    • Supporting the construction Project Managers in the establishment of Key Performance indicators with the objective of reporting site progresses for construction activities.
    • Proactive reactivity and technical experience to enable site construction activities to be executed without blocker to delivery, by providing technical support/expertise to close all open points / technical queries raised by the construction contractor.
    • Coordinate interface with Front Office teams in the answers provided for Field Change Requests / Non-Conformances from site.
    • Ensure integration of the needs for activities post-construction (completion team) into the construction sequence (for instance: Hydro pressure test loop definition, Commissioning Test Pack review and acceptance…).
    • Coordinate all the engineering activities to support construction sequence, and including the identification and implementation of improvements to processes and ways of working (e.g., redlining process on site).
    • Manage the transverse activities such a 3d scan, documentation control and specific activities such as PIA, NDT contract.
    • Be a recognised point of contact for any MEH engineering matters for the MEH-JV, the Delivery leads or the JDO.

    Essential knowledge, Skills, Qualifications & Experience:

    • Proven experience working in an equivalent / related role in the construction industry;
    • Meticulous and rigorous approach to engineering to achieve high professional standards;
    • Proven ability to successfully deliver engineering safely to the correct quality, time and cost in a fast paced, schedule driven environment.
    • Strong people leadership skills to coordinate efficient delivery of their scope through empowerment of their team members and drawing on the necessary support from others in the organisation;

    Desirable knowledge, Skills, Qualifications & Experience:

    • Degree in related engineering field;
    • Chartered Engineer with relevant engineering institute;
    • Detailed understanding of PWR design and experience in PWR operations;
    • Working knowledge of French language an advantage;
    • Good knowledge of CDM Regulations.
