  • OVERALL ROLE

    Engineering activities for the implementation of the SCADA and Communication systems to be part of the OSS, IAG, WTG, FON packages, its interfaces and associated design activities.

    During commissioning phase, in charge of supervision of the SCADA and Communication systems commissioning activities for the packages. Secure progress, and quality of commissioning activities, ensuring that works and deliverables comply with the required HSE, costs, quality & schedule.

    Ensure that the technical departments' best practices are implemented.

    Key Responsibilities And Tasks

    SCADA & Communication systems Design activities:

    • Compliance review of design standards, norms, state of the art, good engineering and industry practices, lessons learnt from other similar projects...
    • Review and validation of SCADA & Communication systems design basis
    • Management and follow-up of in-house and third party detailed design (if any)
    • SCADA & Communication interfaces design between different packages
    • Interaction with relevant project members
    • Contractors Follow up
    • Ensure required commissioning procedures for SCADA & Communication systems and in particular for offshore tests, NCR, taking over installation and handover to O&M activities are produced,
    • Review and comment Contractor's commissioning documentation and challenge the proposed commissioning plan and procedures,
    • Participate in all relevant reviews such as early HAZOPs, HAZIDs, technical reviews, planning, organization, contract, etc.)

    SCADA & Communication systems Commissioning activities:

    • Ensure 0 harm HSE policy; Deep involvement in HSE on a daily basis,
    • Review the Commissioning Plan and associated procedures to coordinate the commissioning activities related to SCADA & Communication systems,
    • Ensure that the commissioning activities are carried out according to the contracts and optimized with regards to time, costs & QHSE,
    • Ensure human resources, services and tools required to perform the work have been identified and are mobilized on due time by the Contractor,
    • Instruct and coordinate on-site inspections,
    • Participate actively in interfaces management with other parties,
    • Participate actively in the HSE and Quality aspects regarding commissioning activities and risk assessment and reviews and provide recommendations to the project regarding risks and opportunities related to the commissioning activities,
    • Ensure reporting to the OSS, IAG, WTG, FON Package Technical Lead and Commissioning Manager regarding the commissioning activities,
    • Ensure internal lessons learnt sessions are performed and actions are implemented in order to optimize the commissioning,
    • Be familiar with the specific contracts clauses relative to or potentially impacting the commissioning activities.

    Job Purpose

    • Provide SHES direction, guidance and leadership to PROJECT Onshore EPC PMT and CONTRACTOR(s) for fieldwork across all EPC packages.
    • Perform oversight of CONTRACTOR(s) and effectively manage a team of SHES Specialists to ensure compliance with all Project & RLC SHES requirements, and communicate and verify the effective resolution of SHES compliance issues.
    • Support SHES Head in the site implementation and verification of the PROJECT Onshore EPC SHES Plans & Procedures through clear planning, formal communication and interface between all involved parties.
    • Support the PROJECT Onshore EPC CONTRACTOR(s) in the preparation for site mobilization and to provide expert Safety, Health, Environment and Security (SHES) advice and guidance to all PMT and CONTRACTOR Project Area Division Managers, and disciplines during all phases of the Project, to achieve the COMPANY Mission to protect its people, assets and environment.
    • Manage the relevant elements of the Project SHES Management system, its procedures and programs and ensures the effective and efficient implementation of risk control and mitigation measures at site in accordance with the requirements stipulated in the Contract

    Key Job Accountabilities

    • Supports the PROJECT Onshore EPC project in all SHES related disciplines and scope of work. Shall be flexible and team-orientated. Supports the SHES Head (and/or SHES Manager) as the key focal point for site activities.
    • Provides oversight in field for newly onboarded EPC CONTRACTOR, SUBCONTRACTOR(s) and Vendors, to verify understanding and compliance to project SHES requirements. Monitor site SHES programs and safe work practices, and review and evaluate data/ information/ systems as required.
    • Champion on-site SHES awareness and safe performance with CONTRACTOR and among PMT. Daily attendance of Tool-Box Talks (TBT) and Task Instructions (TI), providing coaching and leadership to CONTRACTOR and its SUBCONTRACTOR(s) to ensure this fundamental communication tools are used to its optimum levels.
    • Supports the SHES Head (and/or SHES Manager) in providing oversight and guidance for site SHES and Regulatory compliance and performance during project fieldwork including compliance to RLC regulatory requirements. Review and comment on CONTRACTOR SHES Plan and key supporting documents.
    • Verification of SHES site resource allocation, competencies and performance in assigned area of responsibility. Monitor newly mobilized SHES personnel. Provide mentoring and promote development of SHES personnel.
    • Supports the establishment and maintenance of strong safety cultures in line with the COMPANY and Project vision, mission and values. Support and promote the project Observation & Intervention program and the Incident and Injury Free (IIF) program.
    • Liaise with internal/external groups as and when required in coordination with SHES Head (and/or SHES Manager), e.g. COMPANY Major Projects, CONTRACTOR, SUBCONTRACTOR(s), RLC, and QP etc.
    • Demonstrate strong leadership and visible presence for in-field activities to build the safety culture and continual improvement on the project, through all phases of the work including SIMOPS.

    JOB DESCRIPTION

    Activities

    • Support the Industrial Area Superintendent South on site ensuring that the Contractor is fully conversant with all Company and Project Electrical related standards and procedures.
    • Support Industrial Area Superintendent South overseeing Electrical discipline works performed by Contractors/Sub-contractors with reference to Quality Assurance and Control including contractor's and sub-contractor's conformity to Detailed Engineering design and specifications.
    • Support Industrial Area Superintendent South overseeing Contractors/Sub-contractors performing installation, testing and calibration of a newly deployed electrical systems and equipment.
    • Act as primary Supervisor for a dedicated area of the construction site: follow-up the sequence of work-fronts and liaise with the construction contractor area managers and superintendents to make sure the sequence is as per the Construction Level-3 Schedule.
    • Ensure that Contractors progress on the appropriate high-priority work-fronts in order to stick to the level-3 schedule.
    • Witness and participate in Vendor site activities as required
    • Ensure that planning, coordination, execution and follow up of all installation/pre-commissioning /commissioning activities are done in strict compliance with the Detailed Design/specifications.
    • Anticipate problems by checking in due time planning aspects related to all interfaces issues during Electrical installation/pre-commissioning and commissioning works
    • Undertake regular site visits to assess the work quality and delivery of the Contractor and intervene as appropriate to ensure that activities progress in line with the project schedule.
    • Supervise the following Site Electrical interfaces and ensure that Company / Project standards and procedures are fully aligned:

    • Construction Contractor / Sub-contractors
    • Electrical Vendor representatives & construction site personnel

    Qualifications/Experience required:

    The Service Provider must have the following qualifications:

    • HND or equivalent in related discipline

    The Service Provider must have the following experience:

    • Minimum of 12 years experience in Oil and Gas and Petrochemical industry specifically large construction projects, with thorough knowledge on various safety regulations, standards, procedures, etc. Good knowledge of codes and standards related to Electrical discipline. Hazardous Area installation and inspection experience is an advantage. Previous exposure to high voltage electrical installation including switchgear and electric drives.
    • Good knowledge of Company General Specifications and/or previous experience with other major IOC's/Contractors in oil and gas construction projects.
    • Ideal candidate shall be fully conversant with applicable Oil and Gas Industry International Codes, Standards as well as best Industry Practices.

    • Supervision over entire manufacturing of COMPANY modules within preliminary commissioning at the module fabrication phase
