    We are looking for a WHP JKT QC Superintendent for one of our clients with the following details:

    ACTIVITIES

    • To promote & comply with applicable safety instructions and other COMPANY HSE procedures in all activities.
    • To carry out work in compliance with COMPANY values and policies, relevant laws and regulations, agreed COMPANY priorities and objectives, COMPANY standards and procedures and good industry practices.
    • To treat all information obtained during course of the work with confidentiality.
    • To review and approved the Quality Documentation applicable to yard construction issued by the Contractor and Subcontractors.
    • To implement the QC activities based on the criticality assessment.
    • Coordinate the QC activities during construction at Contractor yard and during Offshore Hook-up.
    • Participate in the establishment and implementation of a suitable Audit Program to cover Contractor and Subcontractors yards main critical processes.
    • Manage all Company quality inspections related to material, welding, NDT and coating/painting activities.
    • Review and approved the material certificates.
    • Ensure that material, welding and NDT traceability system is maintained throughout the fabrication process.
    • Ensure that there is no backlog for inspection performance, reporting and data base update.
    • Review and approved the different inspection reports issued by the Contractor.
    • Witness inspection activities based on the Quality Control Plan (ITP).
    • Ensure that Contractor is performing dimensional control activity during fit-up of structural element and validate the dimensional control reports.
    • Ensure that construction verification activities by the Certifying Authority are in line with Contract requirement.
    • Issue Non-Conformance reports or review Contractor Non-Conformance reports and validate dispositions. Intervene as necessary where warranted.
    • Issue or participate in the issuance of CMS Deviation applicable to yard Quality Control Activity.
    • Be the leader in the implementation of the change management process (DEV/TQ/CON) at construction yard level.
    • Implement continual improvement processes, (Reporting, KPI, Lessons Learned, Close Out Report).
    • Participate in the weekly meeting and in the issuance of weekly report and KPIs.
    • In coordination with Head Projects QA/QC, participate in Contractor investigations of significant Quality failures. Ensure proper root cause analysis of Contractor Quality failures is undertaken, and conclusions are reached, and corrective actions undertaken.
    • Review and validate manufacturing records books.
    • At the end of the mission, issue REX report and Lesson Learned to capture feedback regarding QC issues met during Fabrication and Hook-Up.

    QUALIFICATIONS & EXPERIENCE

    • Education to HND/BTS level or COMPANY approved equivalent in engineering discipline.
    • Welding, certified to - AWS CWI, CSWIP Grade 3.2 or EWIP/IWIP-C or COMPANY approved equivalent.
    • Professional Experience (number of years): 15 years of experience associated with Quality Control, coordination of quality activities within Construction yard, Hook-up, Brown-Field projects of offshore facilities (jacket/topsides/bridges) in the Oil and Gas Industry.
    • A good knowledge of COMPANY Standards and International codes/standards related to design, fabrication and inspection.

    Job Responsibilities

    Ensure Engineering Dossier delivered with a robust Instrumentation engineering definition and fit for purpose design that can be procured, fabricated, transported, installed, and operated safely, meeting the requirements of COMPANY standard, project basis of design, and SOR.

    • Ensure and coordinate the proper realization of the Instrument design in compliance with COMPANY Standard, project specifications and procedures, time schedule, required level of quality and safety
    • Challenge Contractor on the proposed design, oversee the development of the Instrument design including P&IDs, instrument datasheets, safety functions, instrument diagrams, cable schedules etc.
    • Ensure a regular interface and coordination with other disciplines especially with ICSS team to secure proper execution of project safety and control system.
    • Promote field technical optimization/cost savings, ensuring first that they are compliant with the project schedule and the contracts, liaising with the Instrument Lead.
    • Identify Instrument engineering technical decisions to be made. Define and manage clear way forward for these decisions to be made and report to Instrument Lead.
    • Work with weight control engineer and engineering team to ensure close weight monitoring and control of weight.
    • Contribute to the proper realization of the identification and specification of the LLIs
    • Participate in equipment FAT, SAT and other inspections at site/vendor premises as required

    HSE

    • Knowledge and observance of Company HSE policy, rules and procedures

    Taxes

    • Assist the Senior Tax Accountant in being the focal point for all queries related to taxes.
    • Be at the forefront of the tax development in Qatar and ensuring that the impact of any tax development to COMPANY is assessed with the Senior Tax Accountant in a timely manner.
    • Discuss and correspond with the General Tax Authority alongside the Senior Tax Accountant on tax matters that affect COMPANY.
    • Be the Arabic focal contract who will liaise and discuss with the General Tax Authority during discussions and meetings.
    • Evaluate and suggest improvements on process and controls to optimize compliance efficiency.
    • Maintain and suggests improvements on the guidelines and procedures ensuring compliance with the applicable laws relating to Taxes.
    • Discuss COMPANY's tax position (including tax clauses) and provide a clarification in relation to taxes with existing and potential vendors to COMPANY by providing accurate/understandable explanations under the guidance of the Senior Tax Accountant and in coordination with tax advisors, legal team, and C&P.
    • Perform the administrative tasks related to tax matters.

    Withholding Taxes

    • Analyze transactions at invoice processing level to determine the WHT implication and ensure that WHT is applied on transactions that are within the scope of WHT.
    • Review and verify the weekly and monthly payment batch with the Senior Tax Accountant to ensure that the WHT rules are accurately and consistently applied during the tax validation process.
    • Take corrective action when required upon analysis and review of the invoices (wrong deductions, payment etc.) and upon discussion with the Senior Tax Accountant.
    • Perform the necessary closure procedures with the Senior Tax Accountant that are relevant to WHT.
    • Review the WHT account regularly to ensure that WHT is reported to the General Tax Authority on time and prepare the necessary reconciliations monthly to ensure balances are up to date and current for review by the Senior Tax Accountant.
    • Prepare WHT returns and the supporting documents for review by the Senior Tax Accountant to be submitted to the General Tax Authority.
    • Monitor tax payments (including reconciliations with the General Tax Authorities) and ensure compliance with set deadlines to avoid any penalties on COMPANY.
    • Manage the issuance of Tax certificates in relation to tax withheld, including preparing the certificates, maintaining records of certificates that had been issued and downloading the Dhareeba issued certificates.
    • Provide information, documents and explanation in coordination with the Senior Tax Accountant during tax assessment process by the General Tax Authority and audits conducted by the State Audit Bureau and shareholders.

    Contract Tax Retention

    • Analyze transactions at invoice processing level to determine the Contract Tax Retention implications and ensure that Contract Tax Retention is applied on transactions that are within the scope of Contract Tax Retention Rules.
    • Review and verify the weekly and monthly payment batch with the Senior Tax Accountant to ensure that the Contract Tax Retention rules are accurately and consistently applied during the tax validation process.
    • Maintain and update the Contract Tax Retention monitoring file in coordination with the Senior Tax Accountant to ensure that all contracts entered with temporary branches are all covered and the position for each contract is documented.
    • Review the no objection letter issued by the General Tax Authority and with the guidance from the Senior Tax Accountant, ensure that the procedures for the release of the retained amount is followed.

    VAT

    • Assist and take the necessary steps with the Senior Tax Accountant to keep updated on VAT implementation and related topics.
    • Assist the Senior Tax Accountantin being a focal point on all aspects related to VAT.
    • Ensure the correctly and timely implementation of VAT within the COMPANYin coordination with the Senior Tax Accountant and the other stakeholders.

    Contract Reporting (Sales)

    • Ensure compliance with Sales Contract Reporting requirements in coordination with the Senior Tax Accountant and C&P.

    Internal Control

    • Responsible for the performance of controls in relevant areas (withholding tax, etc.) to ensure the review of these controls are done in Compliance of the Internal Control Framework.
    • Confirm the performance of the internal control in e-services as a back-up to the Senior Tax Accountant

    Adhoc Tasks

    • Any other tasks as requested by Senior Tax Accountant and Lead-General Accounting.
    • Be the focal point for tax in the company when the Senior Tax Accountant is not around (act as the back-up of the Senior Tax Accountant).

    • Lead in accident / incident investigation and ensure that any HSE event on Site is reported in due time.

    • Ensure an HSE Observations (unsafe situation/act) reporting scheme is implemented, with proper analysis and follow-up of action taken; Promote proactive HSE Observations reporting.

    Qualifications / Experience Required:

    • >8 years of HSE professional experience in energy industry and construction sector(s) of which 3 years should be on site.
    • Technical degree or diploma (plus internationally recognized HSE degree/diploma)
    • Experiences in the power sector will be a plus.
    • Proven autonomy and ability to manage contacts are required.
    • Precision and zero compromise/tolerance approach on HSE and technical excellence.
    • High level of knowledge and understanding of the local HSE regulations applicable in the selected region.
    • Ability to understand procedures and instructions specific to HSE topics.

    • Review Design Proposals from the Alliances (Design proposals include, Specifications, Procedures, Calculation Notes, & MTOs).
    • Ensure that Design proposals from the Alliances meet the requirements and expectations of the various Exhibits in the FEED Contract.
    • Review documents issued by the Alliances for the Scope of Work relevant to the Connection & Tooling Systems.
    • Participate in Design Reviews, and Technical Workshops and any other Meetings as may be assigned by the SPS Lead in the Scope of Work relevant to the Connection & Tooling Systems.
    • Ensure that Interface issues from other Packages relevant to the Connection & Tooling Systems are resolved in a timely manner.
    • Liaise with Company Specialists within the various Technical departments in HQ to ensure Design proposals from the Alliances meet the requirements of the Company specifications.
    • Review and Disposition Deviation/Derogation Requests, and Technical Queries that may originate from the Alliances.
    • Assist the SPS Lead to identify and manage risks associated with the FEED activities within the Package.
    • Provide on a regular basis, a status Report of activities to the SPS Lead.
    • Contribute to the Lessons Learned to be developed.
    • Contribute to preparing the Close-out Report relevant to the Connection & Tooling Systems.

    Qualifications & Experience Required:
