  • We are looking for Early Works Contract Admin for one of our clients with the following details:

    Location: Basra, Iraq

    Work Scheme: Rotation 28 days ON / 28 days OFF

    Mobilization date : Aug 2024

    Qualifications & Experience Required:

    • Degree: Engineer or equivalent
    • Professional & Contract experience: 15 years minimum in similar position, and with 5 to 10 years on similar large scale projects & environment in Iraq.
    • Ability to work in a multi-cultural business environment.
    • Good interpersonal and communication skills.
    • Language: English as mother tongue or Fluent in English (speaking and writing), French and/or Arabic language is a plus.

    Missions / Job Dimensions

    • The job holder reports hierarchically to the Site Construction Manager, and functionally to the GMP Contract Manager.
    • The job holder assists the Site Construction Manager in the day-to-day Contract Management activities, and provides guidance to the same.
    • This includes the preparation and participation of the Contracts administration after award during the Execution Phase (verification of compliance to contractual requirements, assist in the responses to the change orders, prepare letters in connection with the Early Works and GPP Contracts up to contract close-out and its administration thereafter.
    • The job holder will, in order to achieve his duties and under the Site Construction Manager's supervision, have to liaise actively with GMP Contract Manager and the PMT Senior Contract Engineers, and with all concerned technical specialists on Site involved in the technical development of Early Works and then of the GPP, and with specialists from Project Control Team (i.e. mainly Planning Engineer, Quantity Surveyor, Cost Controllers, Document Controllers).
    • The job holder participates, by the performance of his duties, to the achievement of GMP team objectives in terms of Quality, Costs and Schedule.
    • The job holder shall observe strict confidentiality wrt contractual and commercial documentation and data.
    • The job holder is also accountable for demonstrating an exemplary behavior with regard to HSSE rules & requirements and for implementing HSSE requirements in the contracts he is in charge of.

    Activities

    • Be informed of Company Rules & Specifications (CR's/GS's), procedures, etc. Related to Contract and procurement and their application to the Project.
    • Participate in the contractual management of awarded Contract(s), and liaise actively with concerned technical specialists for the technical management of Contractor(s).
    • Participate in the verification of contractor's progress to ensure the payment is in accordance with the Claimed progress, and participate in the compilation of Milestone Payment Certificates and Contractor Invoices.
    • Ensure that clear and accurate records of contractual matters are maintained and monitor key dates, against dates defined in the contracts.
    • Assist the GMP Contract Manager in the management of the Change Orders and addendum.

    This Includes:

    • Analyse of changes, comparison to scope, verification of contractual requirements, analyse of

    Contractor's estimate, issue of a recommendation, explanatory note and/or summary note

    Development of Company Change Order instructions, in compliance with Contract Articles &

    Exhibits Verification of implementation by Contractors.

    Development and maintenance of a log file, registration of all events related to changes, including:

    • Definition of Potential Change Orders, issue of estimates, probability of occurrence and registration in log file
    • Participation in the settlement of claims / disputes together with PMT Project Control Team and any other support services as necessary
    • Manage, in close collaboration the technical teams, the PMT Project Control Team, the identification and estimation Potential Change Orders (PCO) related to Site activities.
    • Participate in the close-out of Contract(s).
    • Participate in reducing contractual risks associated with interfaces with others packages and Projects, highlighting potential risks occurring during the execution of the contract.
    • Timely report to the Site Construction Manager and GMP Contract Manager, highlighting progress and encountered areas of concern on all his activities. To participate in the development and issue of the Monthly Report for the section related to Change Orders, and all necessary report as requested by management.
    • Ensure confidentiality of all the contractual and commercial documentation produced (whatever its support).

    MISSIONS / SERVICE DIMENSIONS

    ACTIVITIES

    • All the Infrastructures to be delivered by the port of Sohar (SIPC).
    1. It includes the jetty substructure (trestle, dolphins, loading platform, berthing & mooring equipment, dredging…), other infrastructure such as the shore protection and the land with its roads, channels, etc…
    2. He shall follow-up the Engineering, Procurement and Construction activities, in conformity with the applicable technical referential, the best work practices and within the agreed budget, schedule and Project Statement of Requirements.
    • All the facilities upstream the LNG Plant battery limit that are required for the supply of the Feed gas.
    1. It includes the receiving facilities, the Feed Gas pipeline, the new GSS and its connection to the existing GSS in Sohar.
    2. Depending on the split of responsibility between. PROJECT & OQGN, which is to be clarified and agreed, the corresponding activities will be managed by OQGN or directly by Project Team.
    3. The job holder will oversee the management the Engineering, Procurement, Construction, Commissioning and Start-up activities, in conformity with the applicable technical referential, HSE rules, COMPANY Oman Development BV Company Rules & Procedures, COMPANY PJC Guidelines and Procedures, the best work practices and within the agreed budget, schedule and Statement of Requirements.
    4. He shall ensure that it is fit for purpose, operable, maintainable, and reliable - within the agreed budget and schedule for completion.
    5. In that respect, he will keep close contact and cooperate pro-actively with the LNG Plant Package Team and the Project Field Operations Team.
    • Negotiations and clarifications with OQGN that the job holder shall conduct in cooperation with the Engineering Team, Field Operations team, and Negotiation team (AN), will have to be in line with applicable legal framework (RAB) and will cover multiple aspects of key importance for the Project such as the Feed Gas composition ranges, the Gas transportation guarantees, the split of responsibilities, delivery schedule, fiscal Metering conditions, reservation for future development, etc.

    Activities

    Contracts activities

    Processes / Procedures / Organization and Administration

    • Guarantee the procurement process control and properly coordinate the day to day activities;

    Anticipate the supervision and control of:

    • The pre-commissioning, the commissioning of all UFR equipment, and the whole preparation of the offshore installation, including the hand-over of such equipment to other package or Contractor(s) for installation

    • Ensure safe working practices are used within the team during all phases of the project
    • Ensure adequate and timely reporting to the UFR Manager, consolidation reports, concerns, and issues.

    • To oversee all EPCIC Project Procurement activities - monitor and report progress, check and analyse Contractor's Procurement Status Report and advise Project Management Team on any anticipated issue,
    • Expediting EPCIC Contractor on timely delivery of all Materials to meet the ROS dates, attending expediting meetings as necessary and reporting,
    • In case of slippage in schedule, liaise with other teams involved (engineering, construction, commissioning) to propose remedial actions for implementation by EPCIC Contractor,
    • To attend Project progress reviews and identify the Procurement risks and advise mitigation strategies,
