    Qualification and Experience Required:

    • The HSE site engineer shall be a safety engineer with minimum 10 years' experience in 400 kV OHL or substations turnkey installations for similar project in nature and complexity.
    • Must have proven record on working on similar projects, both on design and on construction phases.
    • Must be able to demonstrate a strong attention to field safety and possess a strong knowledge of HSE management systems and HSE standards. Solid interpersonal, communication and influencing skills, ability to motivate diverse teams will be sought for.
    • Working language will be English (spoken and written). Speaking Arabic would be appreciated (but not mandatory). KSA driving licence mandatory.

    Major Accountabilities and Tasks:

    • Be accountable and oversee site safety, health, and environmental aspects regularly to ensure a safe, environmentally friendly site environment with zero man-hour loss.
    • Supervise the construction on HSE plan and aim for full compliance in accordance with the terms of the EPC Contracts. Monitor the EPC Contractors in order to ensure quality, health, safety, environment compliance to approved documentation.
    • Promote company's 10 life-saving rules, shared vigilance and transparency attitude. Be exemplary.
    • Lead safety inspections and incident/accident/near-miss analysis.
    • Drive HSE performance to support Key Performance Indicators in line with projects requirements and monitoring of EPC/Subs KPIs.
    • Follow-up QHSE action plans initiated by site detections, incident/accident analysis, management decisions… Maintain records of non-conformities, remedial actions, follow-up history, near-miss cases, lessons learned, and interface cases at the site level.
    • Detect and anticipate issues/problems at site and suggest solutions in liaise with project management, client and EPC teams. Assist to take necessary corrective action to prevent future incidents.
    • Deliver and, where necessary, support development of HSE training, including maintaining records of competency and training completion.
    • Assist in assuring that all facilities, tools, equipment, asset, in use within area of management responsibility, are maintained in a safe condition and are used correctly.
    • Review and assess Contractor's Daily Report for QHSE aspects and Contractor's HSE report
    • Supervise inspection, testing and commissioning so that QHSE compliance is reached
    • Perform site QHSE meetings and attend monthly meetings if required by the Project Management. Represent the Employer with high ethical standards and professionalism.
    • Interact with HSE team in Abu Dhabi head office and other company's HSE site engineers, in order to share lessons learned and to implement HSE actions.

    Activities:

    Design delivery:

    • Work with the design team on the delivery of a project from the concept stage to the project completion and take the lead on the architectural and coordination aspects of the project.
    • Responsible for ensuring the design meets all relevant International Codes and Standards required for the project.
    • Ensuring that all project deliverables (drawings, specifications, etc) meet the contractual requirements.
    • Responsible to ensure that all projects' deliverables are fully coordinated technically across the different disciplines.
    • Ensuring that works are fully coordinated with all sub-consultants.

    Documentation:

    • Ensure that minutes are prepared and dispatched for multidisciplinary internal coordination meeting.

    Coordination:

    • Coordinate works internally within all disciplines and ensure that the design is fully coordinated.

    • Ensure that all coordination works are planned as per the project program and tracked to ensure that all deliverables are received on time.

    Resource management:
